Borno State Governor, Babagana Umara Zulum has assented into law the state road traffic management agency law 2020 and internal revenue services and re establishment, harmonisation, and administration law 2020 bills.
Signing the two bills, the Governor said traffic management is one of the major problem in the state and after witnessing series of problem especially in the area of traffic in the metropolis.
He said government will not allow such situations to remain unchanged that the government is ever ready to provide the needed quality of administration such desire and objectives cannot be realised without proper control of management in the affairs of state not only public set of management but also private set of management.
According to him, this informed the decision of borno state government to forward a request to borno state house of assembly for the establishment of borno state traffic management agency. the function of the the agency among other things is to control the vehicular movement within the town .
It could be recall that the Genesis of boko Haram in borno state among other factors can also be attributed to the issues of traffic management in the state.Therefore government will do everything possible to change that system.
On the Keke NAPE riders despite their support to the government by providing job opportunities to the teaming youths, he said, “there is need to control their operations in the state for the betterment of all.”
The governor added that government will enforce the law as very soon government will appoint the GM of the agency.govt will support the riders and age limit was set for the riders.on the lingering problem in revenue leakages which government decision to send the bill to the house to enhance revenue generation in the state.
He noted that the problem was not on the collection of revenue but it’s non remittance to the account of government . Government will strengthen the revenue service board for greater benefit and utilisation.
The Speaker borno state house of assembly abdulkarim lawan said following the receive of the bill sent by the executive for establishment of road traffic agency and revenue harmonisation bills the house immediately swung into action and commenced first reading and after the second reading the bill was referred to house committees on transport and finance.
After the two committees submitted their reports the finding was referred to committee of the whole house and adopted the bill and now presented to the governor for his assent.
The speaker used the forum appeal to the federal government and all stakeholders in the affairs of the state to increase allocation of the state as the state suffered most due to the insurgency .
Speaker had while commending the leadership qualities of governor zuium said”, this is the first time in the history of the state for a executive is sending over twenty bills within one year to the house “.
Some of the highlights of the bill include the banning on the importation of new keke NAPEP for the next one and a half year.
